Bachelors degree or higher from an accredited college or university in Business, Public or Police Administration, Criminal Justice, Law Enforcement or a closely related field
Ten (10) years or more of experience in law enforcement
Five (5) years or more of command level experience
Current APOST Certification
Possession of a valid Driver’s License and ability to obtain/maintain City of Hoover’s driver’s permit
Responsibilities
Provides executive management and leadership to the command staff and members of the City Police Department;
Plans, assigns, and reviews the work performance of police personnel, including both sworn and civilian personnel;
Provides fiscal administration of the Police Department Budget, including monitoring expenditures, approving materials, equipment, supplies, and specifications for major expenditures, and analyzing personnel needs for the Department;
Evaluates major situations and communicates decisions through Command Officers;
Develops and evaluates the effectiveness of police programs and services, including identifying conditions, elements, and situations of liability concern and taking appropriate measures to reduce or eliminate liability;
Acts as the court of final appeal for all sensitive personnel issues, including making decisions regarding hiring, promotions, demotions, and merit increases;
Communicates with the general population through mass media outlets, such as local television, radio, and newspaper;
Addresses public, citizen, civic, education, and religious groups regarding departmental programs and activities;
Represents the Police Department in interagency and governmental functions and capacities;
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
Responds to citizens’ questions and comments in a courteous and timely manner;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs other directly related duties as directed.
